AS 1288 and Safety Film: Can You Upgrade Existing Glass to Grade A Without Replacing It?
Yes. Under AS 1288, existing annealed glass can achieve Grade A safety glazing performance through the application of a compliant safety window film, without replacing the pane. This is a recognised route to compliance and it is often a fraction of the cost and disruption of re-glazing. The film has to be the right specification, correctly installed, and appropriate to the glass thickness and pane size.

What AS 1288 actually requires
AS 1288-2021, Glass in buildings: Selection and installation, is the Australian Standard that governs which glass goes where. It is referenced in the National Construction Code as the deemed to satisfy solution for glazing compliance, which is why building surveyors, architects and glaziers all work to it.
The standard covers a lot of ground: wind loads, overhead glazing, glass barriers and balustrades, framing, and thermal stress. For our purposes, the section that matters most is Section 5, Criteria for Human Impact.
Human impact provisions require safety glass in any location where a person could realistically fall into or against a glazed panel. Safety glass is classified as Grade A, with higher impact resistance, or Grade B. The grade required depends on where the glass is.
Grade A safety glass is generally required in:
• Doors, including fully glazed and framed glass doors
• Sidelights and panels adjacent to doors
• Panels in walls and partitions below 500mm above floor level
• Bathrooms, including shower screens and enclosures
• Most glass within 1 metre of the floor
AS 1288 also has specific provisions for particular building types, including schools, childcare and aged care facilities. There is no single rule that covers every situation, which is why a proper assessment matters.
Alongside AS 1288 sits AS/NZS 2208, Safety glazing materials in buildings. That standard sets out how glazing materials are tested and classified. It is the test regime that determines whether something qualifies as Grade A in the first place.
Where the film comes in
Annealed glass, which is ordinary float glass, breaks into large sharp shards. That is precisely why it is not permitted in high risk locations. Toughened glass breaks into small blunt fragments. Laminated glass holds together because of the interlayer.
A safety window film works on the same principle as lamination. It is a polyester film bonded to the glass surface. When the glass breaks, the film holds the fragments in place rather than letting them fall or fly. Applied to annealed glass at the correct specification, this changes the failure behaviour enough for the glazing to achieve Grade A safety glazing performance.
The Window Film Association of Australia and New Zealand is explicit on this point: annealed glass can achieve Grade A safety glazing with safety window film. It is a legitimate, standard-recognised upgrade path.

That heritage row matters more than people expect. In older Melbourne buildings, replacing original glazing to meet a safety requirement means losing the original glass permanently. Film lets you keep it and comply.
Getting the specification right
This is where the detail counts, and where a cheap job becomes a false economy.
Film thickness has to suit the glass. Safety films are available in a wide range of thicknesses, commonly expressed in microns or mils. Thicker glass and larger panes require thicker film to achieve the required performance. Manufacturers publish specifications for exactly this, and a film that is too thin for the pane will not deliver Grade A performance no matter how neatly it is applied.
The bond has to be right. Performance depends on adhesive bond strength, the quality of the polyester, the thoroughness of surface preparation and the condition of the frame. A film applied over dirt, silicone residue or old adhesive will not perform as tested.
Frame attachment can matter. For higher security applications, film alone may not be enough if the glass can be pushed out of the frame as a sheet. Attachment systems that bond the filmed glass to the frame exist for these situations. Your installer should raise this if it applies to your job.
Documentation matters. Ask your supplier for the film's certification and test data. Some clients will also want a certificate of compliance. That is not an AS 1288 or AS/NZS 2208 requirement, but reputable distributors can provide one, and if you are dealing with insurers or a facilities audit you will probably want it.
The honest limit on what an installer can tell you
Here is something a lot of companies in our industry will not say out loud.
A window film installer can give you an informed opinion on which glass should be filmed to align with AS 1288. What an installer cannot do is issue a formal glazing audit or a compliance determination. That sits with your building surveyor, a qualified glazing consultant or the relevant certifying professional.

What about the marking requirement?
Separate from the film itself, AS 1288 addresses the marking of safety glazing. The standard allows marking either by a label that cannot be removed and reused, or by a permanent mark on the glass surface.
There is a related but distinct issue that catches people out: making glass visible so nobody walks into it. Large clear panels, frameless glass doors and full-height glazing next to entries need to be marked so they read as glass rather than as an opening. That is what safety indicator bands are for, and it is a separate requirement from the impact grade of the glass itself.

Where this comes up most in Melbourne
Commercial fitouts and shopfronts. Existing glazing that was compliant when installed may not suit a changed use. A retail conversion of a former office frequently triggers a review.
Schools, childcare and aged care. These building types carry specific AS 1288 provisions and are subject to regular safety auditing. Retrofitting film across a campus is dramatically cheaper than replacing glass and can be staged over school holidays.
Older residential. Homes built before current requirements often have annealed glass in doors, sidelights and low-level panels. This routinely appears in pre-purchase building reports.
Rental and managed properties. Property managers increasingly get glazing flagged in condition reports, and owners want the cheapest compliant fix.
Frequently asked questions
Does safety film make glass unbreakable?
No. The glass still breaks. The film holds the fragments together so they do not fall as sharp shards. That is what reduces injury risk and what the safety grading is concerned with.
Can I put safety film on toughened glass?
Yes. Toughened glass already breaks into small fragments, but film adds fragment retention, which is useful overhead and in security applications.
Will the film be visible?
Clear safety film is essentially invisible once installed. If you also want privacy or heat control, films are available that combine safety performance with those functions.
How long does safety film last?
Internal safety film on protected glazing generally performs for many years. It should be inspected periodically, particularly in high-traffic or commercial settings, and reassessed if there has been damage, a breakage or a change in building use.
Does it work on double glazing?
It can, but it needs care. Applying film to an insulated glass unit can affect thermal stress behaviour. Always have the specific unit assessed before applying film to double glazing.
